Approval Checklist
Confirms Tim must approve the reviewer source/method, exact wording, allowed questions, quote use, and launch boundaries.
Synthesis Memo
Confirms rows are labeled before grouping and that the memo cannot authorize capture, checkout, analytics, deployment, accounts, listings, ads, payment/tax/KYC work, or outreach.
Safety scope / no public action occurred
The packet review is a local inspection surface, not permission to test or launch.

EvidenceUse only `fictional_sample`, `private_review`, `approved_public_quote`, or `not_usable_publicly` labels before synthesis.
